How to fix a win7 network that is stuck on "public network"

(this may not work for everyone, but it worked for us)

    Open a dos box, and type: secpol.msc ... then go to:

        Network List Manager Policies >>
          Identifying Networks >> (double click) All Networks >>
            
Set: Network Name, Network Location, and Network Icon to:

            User can change name,
            User can change location,
            User can change icon,
... respectively.                 

    (double click) Unidentified Networks and Identifying Networks,
                set the Location Type, to Not configured.

Next,   (remove the static IPs)

    control panel >> network and sharing center >>
        change adapter settings >>
(right click) Local Area Connection >>
            (TCP/IPv4) >> properties >>
                (for now) select: "Obtain an IP address automatically" >>
                        then back out.

Finally,

within the "network and sharing center" >> "view your active networks",
the Public Network is now clickable, and therefore changeable.

Set it to: Work Network, and back out.

Reboot.

(now, possibly, reset the static IPs)
